Larry Ringer has been a leader in special education policy, advocacy, parent support, and compliance throughout his 42 year career.  Graduating from law school in 1977, when IDEA’s precursor went into effect, for 12 years Larry represented children with disabilities and their families in special education cases and systems advocacy in Georgia, Pennsylvania, and Minnesota.
From 1989 through 2016, Larry worked in leadership roles in the U.S. DOE’s OSEP, including Special Assistant for Policy, and – for 15 years – Associate Director of OSEP’s Monitoring and State Improvement Planning Division, leading the team responsible for Part B and Part C compliance and systems improvement in 15 states, while continuing in a leadership role in regulations development and policy.    
Since 2018, Director of Training for Delaware’s Parent Information Center.
Larry has been a presenter in several national conferences and was lead trainer/consultant in CADRE’s 2019 Part C meeting.
