Kathy Murphy

Kathy Murphy is the Associate Director of the Institute for Public Administration at the University of Delaware and the Coordinator of the Conflict Resolution Program. Ms. Murphy provides expert consultation in dispute resolution for government agencies as a mediator, facilitator, and trainer. Ms. Murphy is a trained and experienced mediator with advanced mediation training in eldercare, issues of capacity, custody, divorce, and special education. Ms. Murphy helped establish Delaware’s statewide special education dispute resolution program, SPARC (Special Education Partnership for the Amicable Resolution of Conflict), which provides special education mediation and IEP meeting facilitation services to all public and charter schools and the families they serve. She has served as a mediator and facilitator in the program since its inception in 1996. She has a Master of Public Administration degree from the University of Delaware and a Bachelor of Science degree in Business Administration from Goldey Beacom College.
