Heidi Kleinman, MSW, LSW, is an experienced leader in special education dispute resolution with more than 25 years in education and mental health. She served as Assistant Director of Dispute Resolution for the Ohio Department of Education and Workforce, overseeing IDEA complaint investigations, mediation, facilitation, and policy development. Heidi has led major state initiatives, including revisions to Ohio’s Restraint and Seclusion Rule, creation of statewide training for complaint investigators, and development of data systems for dispute resolution tracking and analysis. Currently, she contracts with state and national organizations, including CADRE, the University of Cincinnati, and the Nebraska Department of Education, to train investigators, develop professional learning resources, and strengthen complaint management processes. Heidi’s work focuses on ensuring equitable, legally compliant special education services and fostering collaborative approaches to resolving disputes.
