Heather Hebdon is the Director of The Branch – Military Parent Technical Assistance Center and STOMP (Specialized Training of Military Parents). She has served as the subject matter expert for the Exceptional Family Member Program (EFMP) program on numerous occasions. She is Associate Director of PAVE, the umbrella organization that holds the Cooperative Agreement for The Branch and where STOMP is located. She has worked for PAVE in numerous capacities on several different projects since 1981. Her job responsibilities in those various roles include: training, advocacy support, information and referral assistance, administrative support, grants development and evaluation, development of learning modules, and grant supervision and implementation. She has extensive experience in the development of materials and presenting on IDEA (the Individuals with Disabilities Education Act), Section 504 of the Rehabilitation Act of 1973, the military systems serving families with children with disabilities, and the mental health service systems. She is a recognized National and International speaker. She has worked in the field of advocacy for persons with disabilities since 1975. She has a Bachelors Degree from Weber State College and is currently working on her MBA.
