Dr. Courtney Brown serves as the external evaluator for CADRE. Dr. Brown has worked in evaluation and performance measurement for over 17 years. She has a strong background in research and evaluation methodology, including experimental and quasi-experimental design with significant experience evaluating educational programs and grants in a wide array of venues. Dr. Brown created a performance measurement system which has been adopted by many programs within the US Department of Education and which she presents and assists organizations in implementing all over the country. She has developed and disseminated manuals and working papers on various topics related to performance measurement, and evaluation methodology more generally; has conducted teleconferences on various issues related to evaluation in education; and conducted workshops and training on evaluation and performance assessment for multiple entities across the nation. Dr. Brown received a Ph.D. from the University of Virginia in Educational Evaluation and Research. She presently serves as the Vice President of Strategic Impact for the Lumina Foundation.
